Small budget stalls justice,says Minister Send to a friend Wednesday, 23 March 2011 22:50 By Florence Mugarula The Citizen Reporter, Dar es Salaam: Delays in dispensing justice and congestion in prisons will not end until the government increases the budget for the ministry concerned.The minister for Constitutional Affairs and Justice, Ms Celina Kombani, said this yesterday. She was making a briefing on challenges and performance of the ministry for Constitutional Affairs and Justice to the Parliamentary committee on Legal and Public Administration. She said financial problems were the main cause of delays in providing justice to wananchi. She said because of an insufficient budget, her ministry could not recruit new staff to satisfy the needs of wananchi, thus the poor services. Commenting on case delays in many law courts, Ms Kombani said there were only 759 primary court magistrates all over the country against 1105 primary courts.It should be realised that we have very few members of staff compared to the needs of wananchi. In addition, the number of law courts is not enough, but we cannot solve all these problems without improving our budget, said Ms Kombani. She said it was very difficult for the courts to offer justice in a difficult working environment and in many areas of the country magistrates were using their own money to travel from one court to another to hear cases. Many cases have been adjourned because there are fewer magistrates than the number of cases and the working environment is poor, said Ms Kombani.
